Actually, in this fic that is probably exactly what is going on. I never consciously thought of what happened when Nine was Bad Wolf!Doctor but that makes total sense in regards to this fic.

It's TenII who tries to remind her of her power, but BW is also speaking to her directly in the various Doctor's voices. (TenII knows what she is capable of because I believe the TARDIS had something to do with his creation as well.)
